
GLARRC works with the State Special Education Agencies of the following states: Illinois Indiana Iowa Michigan Minnesota Missouri Ohio Pennsylvania Wisconsin as the states seek ways to improve their provision of quality education and related services to infants, toddlers, children and youth with disabilities and their families.
GLARRC will become a leader in organizational systems design for educational agencies to enhance their ability to provide quality educational experiences that prepare all children to become productive citizens in a global society.
GLARRC’s activities are focused on “systems change” involving representatives of all people who have a stake in meeting the diverse educational needs of all children. We create opportunities for partners to engage in strategic dialogue to discover options and construct actions for improvement.
GLARRC staff work collaboratively with the clients they serve and their services are responsive to state needs and are future focused.
GLARRC staff engages clients in ongoing needs assessments and problem solving processes. Staff members analyze the results of surveys, research, policies, legislation, documents and evaluations as well as convene representatives from all groups involved to identify problems and issues. This information is summarized for those in each state served who work with infants, toddlers, children and youth with disabilities, and their families to it can be used to prioritize the technical assistance needed.
Special emphasis is placed on involving all concerned, including teachers, administrators, parents, agency personnel and others through the needs assessment, technical assistance planning and implementation process.
GLARRC staff make it a point to keep their clients updated on persistent problems, emerging issues and trends at the national, regional and local levels so clients are prepared to meet current and future challenges in educating all students.
Training of complaint investigators on processes and strategies for complaint investigation. Evaluation of finance methods including developing a legislative proposal for reformed special education finance. Assistance in the support of data analysis, data interpretation,information services, facilitation of strategies, etc. Consultation on effective discipline. Review of special education delivery systems. Development of legislation recommendations for removal of state barriers to local inter agency collaboration efforts. Assistance in completing corrective action plans. Evaluation of behavior management strategies and training. Facilitation to assist collaboration within/across agencies to help make coordinated and informed decisions to technically assist/improve the provision of inclusive services statewide. Provision of forums for information sharing and networking among groups focused on specific topics. Information searches to provide current resources to support decision making.
In addition to the years of experience shared by a highly qualified professional staff, GLARRC has access to a diverse pool of resources. GLARRC is one of seven federally funded resource centers that link personnel in states so they can share expertise and information on best practices, policies and research. GLARRC staff also collaborates with other national, state, regional and local organizations, agencies, and recognized professionals. In addition, electronic communication capabilities allow staff to tap into a wide variety of information resources. Information from all these sources is used to provide up-to-the-minute feedback and state-of-the-art services to GLARRC clients on pertinent questions and needs.
GLARRC is part of the Center for Special Needs Populations, an interdisciplinary center that is affiliated
with The Ohio State University College of Education.
